Abstract: This study critically examines the dual impact of e-governance in rural Assam, exploring whether it serves as a bridge to inclusive development or deepens existing socio-economic and digital divides. It evaluates how e-governance initiatives have enhanced access to government services, promoted transparency, and fostered digital inclusion. Simultaneously, it investigates unintended consequences such as digital exclusion, data privacy concerns, and infrastructural disparities that may marginalize certain rural populations. By analyzing both the enabling and limiting effects of digital governance, the study provides a balanced understanding of its role in transforming rural Assam and suggests pathways for more equitable digital service delivery.
