One nation one subscription: Challenges to college libraries

Abstract: Through centralized subscription models, the Government of India's "One Nation One Subscription" (ONOS) policy seeks to democratize access to scholarly resources for all educational institutions. Even though ONOS has the potential to be revolutionary, college libraries—especially those in rural or under-resourced areas—face many obstacles. By emphasizing issues with infrastructure, autonomy, resource relevance, awareness, and digital readiness, this paper critically analyses the effects of ONOS on college libraries. It makes the case for a tiered, adaptable, and inclusive implementation strategy that takes into account the particular requirements of Indian college libraries by using a policy analysis approach backed by recent research and case comparisons. Suggestions are made to guarantee that ONOS not only closes the knowledge gap but also improves the academic environment at the local level.
