Author(s): Syed Mahmood Ahmad
Abstract: This review explores the dynamic relationship between digital literacy and the utilization of library services among rural populations, with a focus on socio-economic, infrastructural, and educational barriers prevalent in developing nations. By analyzing available studies, the paper highlights how digital competency shapes information-seeking behavior and lib rary engagement in rural communities. The findings emphasize that digital literacy not only expands access to knowledge but also determines the extent to which modern library technologies are adopted. Factors such as limited ICT infrastructure, lack of training, and socio-cultural resistance impede digital library use in rural areas. This review concludes that enhancing digital literacy through targeted interventions can significantly elevate the role of libraries in rural development, education, and empowerment.
